Randolph Warren “Randy” Carter (1913-1970) moved to Seattle with his wife Willhemina in 1952, where he became the Community Relations Secretary of the Urban League. In 1961, he served as Executive Secretary of the State Board against Discrimination before working for Catholic Community Services of Western Washington, focusing on African American youth in the Central District. In 1971, Catholic Community Services of Western Washington renamed its 52-year-old family and learning center in his honor. Today, the center continues to offer extensive, comprehensive human services.
